The term “Missing Persons” has become an ever-growing phenomenon and it is spreading like a disease. This term missing person refers to a human being who has disappeared and whose status as alive or dead cannot be confirmed as their location and fate is not known.

But in Pakistan, such term refers to a person who has disappeared due to illegal detention by Law Enforcement Agencies (LEA); such prisoners are often assaulted, tortured in captivity till they confess to a crime they never committed. If authorities are unable to full-fill their desires; inhumane level of torture is used and often it exceeds the threshold of pain, which leads to murder; if they are fortunate enough to survive they spent rest of their life in misery. Mutated bodies are thrown in piles of trash, found in a gunny bag throughout the city, from highways to busy shopping centers; or may even end up at a morgue as an unknown person.

The culture of missing and unknown dates back to little over two decades, when 28 political workers belonging to Muttahida Qaumi Movement (MQM) had disappeared between 1992 and 1996. The families claimed that their sons were actually taken away by law-enforcement agencies, but they were never shown arrested or produced before any court of law. In 1997, the then interior minister Chaudhry Shujaat, had claimed in National Assembly that 28 MQM men were killed and their bodies were dumped in the Margalla Hills, Islamabad. Till this date a judicial reference is pending in Supreme Court, with no result insight; the families of victims simply appeal “We should be informed even if they were killed by the law-enforcement agencies.”

The nation stood quietly and observed these violations of human rights occur rather infrequently. This venom has spread throughout the country as we witnessed numerous disappear from Baluchistan and hundreds more in the name of insurgency in war against terrorism. Recently, Pakistan’s Metropolis, Karachi has seen an increased number of missing person within the last year. This time MQM is the target once again, with more than 45 missing since the last year alone and 13 subjected to extra-judicial killings; for many cases there are video evidence available which evidently shows the missing or deceased being arrested from home, office or public places being escorted and arrested by LEAs. But the citizens and the media watched the blatant lies unfold, but the relevant authorities are untouched by it, as action is yet to be taken.

An ongoing operation against criminals has been diverted upon citizens belonging to specific ethnic background and upon an opposition political party (MQM); its political workers and innocent citizens have been arrested or captivated in broad day light and some in late evening hours by known Law Enforcement Agencies. Precisely, claim were made that LEA’s did not arrest them; later demands of heavy extortions are put forth, innocent citizens are tortured and assaulted inhumanely while in illegal detention. They’re deprived of basic human rights. Those who survived such inhumane acts state, they were torture and were told to accept a crime they never committed, they are beaten by heavy metal item, burning rods inserted, electrocuted with current on throughout the body, on facial organs & genital; and were later handed over to families at the police station in near dying condition.

The Human Rights Commission of Pakistan (HRCP) has taken a notice of this incidence and called for an investigation in this regards. While, we the citizens can hope for this situation to improve, the odds aren’t looking likely.

FAFEN: Punjab leads in the list of polling stations with over 100% turnout

ISLAMABAD, May 13, 2013 – Based on data gathered by Free and Fair Election Network observers at polling stations showing impossible voter turnout greater than 100%, FAFEN called on the Election Commission of Pakistan (ECP) to release all polling station Statements of the Count (Form XIV) to the public on its website before certifying any final election results in any constituency.

The voter turnout was more than 100% in at least 49 polling stations out of 8,119 polling stations sampled by FAFEN across Pakistan, according to Statements of the Count delivered so far by FAFEN observers.
ECP must not include votes from these polling stations in calculations of constituency election results, and should consider re-polling in these stations.

At least 32 polling stations with greater than 100% turnout were in Punjab, 10 in Sindh, six in Khyber Pakhtunkhwa, and one in Balochistan. The polling stations with impossible voter turnout figures included 19 female polling stations, 16 male stations and 14 combined (male and female) stations.

Voter turnout is calculated on the basis of the registered voters for each polling station as given on the ECP website http://ecp.gov.pk/PollingScheme.aspx. Polling stations included in the analysis are only those in which presiding officers accurately calculated the total number of ballots as recorded on the Statement of the Count (Form XIV).

FAFEN has recommended since 2008 that ECP should void the results from any polling station where more ballots are cast than the number of registered voters, and should investigate highly improbable cases of voter turnout, such as those greater than 80%.

Best practice for election transparency requires that polling station ballot counts and vote counts should be posted as quickly as possible on the ECP website, both as scans of the original forms and in data tables that can be scrutinized. This information was made public by ECP for the first time many months after General Election 2008, based on persistent FAFEN advocacy.

Baloch Republican Army (BRA) accept responsibility of Rocket attacks on Police in Lyari

Quetta: Banned outfits organization, Baloch Republican Army (BRA) has accepted the responsibility of Rocket attacks in Lyari. Spokeman of BRA, Sarbaaz Baloch told via satellite phone that Baloch Liberation activists fired rockets on police force in lyari, against conducting operation. He claimed, 10 police men injured in the rocket attacks. Further he added, We will target forces, where operation will be conducted against Baloch speakers.

Punjab Baboos now rule all provinces, including Balochistan

ISLAMABAD: Instead of addressing the sense of deprivation among smaller provinces, the Gilani administration seems to be fuelling more frustration as the only non-Punjabi chief secretary in the most backward province of Balochistan too has been removed and replaced by a bureaucract from Punjab.
Following the recent removal of Ahmad Bux Lehri as Balochistan chief secretary and his replacement by Babar Yaqoob Fateh Muhammad, now all the four provinces have chief secretaries from Punjab.
Although under the law there is no bar on such appointments, for the purpose of national cohesion all Pakistan services like District Management group (DMG) and Police Service of Pakistan (PSP) were created to get such federal officers rotated in all different provinces.
In the past, as part of unwritten policy, it has always been ensured not to offer all key positions to the officers from one particular province. But the PPP government led by Zardari-Gilani duo has stopped giving any considerations to all such sensitivities and as a result today all the provincial chief secretaries as well as the chief secretary Gilgit Baltistan and chief commissioner Islamabad are from Punjab.
Presently, the chief secretary Punjab is Nasir Mahmood Khosa, who hails from Dera Ghazi Kan; Khyber Pakhtunkhawa chief secretary is Capt. Ghulam Dastagir, who is from Chakwal; Sindh chief secretary is Raja Muhammad Abbas, who belongs to Kahuta and the newly appointed chief secretary Balochistan Babar Yaqoob Fateh Muhammad is from Nowsheran Virkan, Gujranwala. The chief secretary Gilgit Baltistan Saif Chattha is from Sheikhupura while the chief commissioner Islamabad Tariq Peerzada too is from Punjab.
Ahmad Bux Lehri, who was replaced as chief secretary Balochistan is a reputed Grade 22 officer of the DMG and is from Balochistan.
He could have been replaced by any DMG officer from Sindh or KPK but the Gilani regime opted to bet on a BS-21 officer from Punjab for the key bureaucratic position in Balochistan despite the fact that the other three provinces already have chief secretaries from Punjab.
In the past such was the display of national cohesion that even the Punjab province had chief secretaries from Balochistan, Sindh and even from KPK. The Gilani regime has the choice to consider Ahmad Bux Lehri as the chief secretary of any of the other three provinces because such appointments give boost to the civil servants from smaller provinces.
Although the federal services have the majority representation from Punjab, the KPK and Sindh have also comfortable share. Balochistan, however, has a small share in the federal services because except quota, fewer candidates qualify to join federal services on merit.
Ironically, the PPP government that claims to be the champion of the rights of the people from the smaller provinces has placed total reliance on bureaucrats from Punjab.
Only recently, The News had reported that 43 of the 49 federal secretaries appointed by the present regime were from Punjab.
Besides, a study into key appointments in other federal institutions also showed that the PPP government has failed to keep a balance among all federating units in key bureaucratic appointments to strengthen the federation and to address the sense of deprivation among the smaller provinces, particularly Sindh and Balochistan.
Apart from federal secretaries and provincial chief secretaries, almost all the key administrative positions in the Islamabad Capital Territory and Capital Development Authority have also been offered to officers from Punjab. Organisations like the Intelligence Bureau, Federal Investigation Agency, National Police Foundation, National Highway Authority, Motorway, Nadra and many others are also headeded by the baboos from Punjab. We even have the auditor general from Multan whereas seven out of eleven members of the Federal Public Service Commission are from Punjab. It is heartening to see that at least the chairman FPSC is from Sindh.
The regional/provincial quota is though observed while making fresh appointments but it has always been the endeavour of successive governments to ensure the representation of all the provinces in key appointments. In the past we have seen the chief secretaries of Punjab from Balochistan and Sindh but the bad governance of the present PPP regime is developing an extreme imbalance of federating units representation in key federal institutions - a trend which if not stopped and rectified would badly hurt national cohesion.

PTI (Balochistan) Joint Secretary's car catches fire outside PTI’s Jalsa venue

Ummat News paper reports a car parked outside the venue caught fire and firemen was called in to put the flames out, by the way it took them half an hour to reach the site. Later it was found out that the car belonged to PTI (Balochistan) Joint Secretary Siddique Yousuf.
Further it reports over speeding was the one of the main reason behind it, car went out of his control & crashed in to footpath, because of the immense collision CNG cylinder exploded with a blast. Police official says that 3 people who came all the way from Balochistan to attend the PTI jalsa were in the car at the time of incident, one of them bears burn injuries. After this incident all cars were removed from the site.

ISF activist resigns: Reason inappropriate policies of Imran Khan

An activist of Insaf Student Federation has been resigned from Pakistan Tehreek e Insaf because the inappropriate policies of PTI Chairman Imran Khan. On private show, ISF member said, there is no difference between policies of Imran Khan and others. He stated further, Imran Khan is not focusing on the critical situation of Baluchistan rather he is focusing on his future government.
Resident of NA-55 revealed that Zahid Kazmi (current candidate) of PTI in NA-55 is involved in notorious activities and he is not well reputative person in the constituency.

Mirza claimed to make alliance with Baloch Separatist and Taliban

Former Interior Minister of Sindh Dr. Zulfiqar Mirza declared to raise the revolt in Pakistan Peoples Party. Dr. Zulfiqar Mirza stated, If PPP elects MQM as election partner, I'll go against PPP. Mirza revealed, He will oppose PPP 100 percent if PPP run election campaign with MQM. Zulfiqar Mirza added, He will gather terrorists of Baloch Liberation Army (Insurgents) from Baluchistan and Taliban from Khyber Pukhtoon Khuwa in one platform to destroy MQM. Further He added, If some one support MQM, we will go against them. Mirza claimed, He has 360 latest and sophisticated arms and ammunition of all sort with him. He said he will continue to carry arms on streets on Karachi if it is crime he will do this crime every minute.
