Monday, 25 February 2013

25-02-2013
Exclusive: Insaf Students Federation (ISF) Twitter Head, Anas Malick has pretended for a long time that he is an orphan and his parents were killed by most popular political party of Karachi in 1990s; since then he has lived with his maternal grandfather. However a recent visit of his two friends to his home got them a shock of their lives. Anas Malick's father is not only alive but very much in a good condition too.
It is an irony that PTI, which claims to be the most revolutionary party, has made such a person their Twitter head. It is a well-known fact that Malick has asked his friends many times for financial assistance to complete his education. The grants which he received in this regard also include amounts of 48,000 and 50,000 from two of his friends.

It is to be remembered that it was Anas Malick who had introduced PTI's Social Media Code of Conduct with Dr Awab Alvi.

Punjab government's laptop scheme is a scam

Sunday, 8 April 2012

08-04-2012
ISLAMABAD: After the ‘Sasti Roti’ scheme, the Punjab government once again faces a new scandal where it is alleged the 110,000 laptops scheme may incur a loss of at least Rs1.7 billion as they have been purchased at high prices.
Transparency International has requested the Punjab Government to look into these allegations as adhering to PPRA Rules was a must and the Supreme Court has also endorsed it in its recent judgment.
The Secretary, Planning & Development Department, Government of Punjab has been told by Transparency that serious allegations have been reported in the media on the violation of the Punjab Procurement Rules, 2009 in the purchase of 110,000 laptops by the Punjab government, incurring a loss of at least Rs1.7 billion.
'TI Pakistan requests the secretary to please examine the allegations. According to the Punjab Procurement Rules, 2009, P&D Department was obliged to issue Tender Documents comprising detailed specifications, evaluation criteria and other documents complying to Rule No 23. Kindly provide the tender documents to examine whether Rule No 23 was applied or not. If the allegations such as direct procurement from the company should have been made or the government opened a back-to-back LC to favour the supplier are not correct, they should be clarified. However, the P&D Department may clarify the allegations such as indirect reference that the specifications of laptops in the tender were different from what you have procured (like i3 or i5 processors were specified in tender, while the machine provided by the government runs on Pentium-D processor) and laptops distributed by the provincial government do not carry any guarantee, or the prices are 70% higher than market costs needs a detailed report.'
The letter of TI-Pakistan concludes that this is to point out that the Supreme Court of Pakistan in its judgment on RPP HRC 7734-G/0930 announced on 30 March 2012, has rescinded and declared all RPP contacts awarded in 2006 as well as in 2008 as illegal and against PPRA Rules. "Being a member of the Punjab PPRA Board, your responsibilities are more than other procuring departments, as you need to be a role model of the PPRA complaint department. TI Pakistan is striving to have the Rule of Law in Pakistan, which is the only way to eliminate corruption and have good governance in the country."

ANP Scam Scandal : Railway 41.5 acres being leased out to Bilour family (Video Added)

Sunday, 17 July 2011

Paperwork has been completed to lease out 41.5 acres of Railway land to Bilour family.

Documents available with Dunya News show that to set up Aza Khel dry port near Peshawar, Rs 700 million worth of land was being leased out to ANP leader Ilyas Bilour’s relative and former APTMA chairman Moshin Aziz for Rs 2.2 million a year after under-evaluating the land price at Rs 370 million. Railways legal adviser Imdad Ali has reportedly refused to sign the document after objecting to many clauses. Federal Railways Minister Ghulam Ahmed Bilour however is allegedly seeking removal of the legal adviser.

All other companies applying for pre-qualification have been rejected while the land’s price is based on 2007 estimates. Instead of setting the royalty on containers at Rs 1000 per container, it has been set at $10 per container, thus trying to allow the contractor pocket Rs 150 per container at the cost of loss to the Railways. The Aza Khel Trust will invest Rs 174 million in the project. The profit to the Railways through Afghan trade and 16,000 bogies is estimated at Rs 250 to 300 million, according to the document.
