Influx of IDPs may be the next headache for Karachi — intelligence agencies

Monday, 16 June 2014

Karachi: The law enforcement and intelligence agencies fear that the influx of displaced persons from North Waziristan in the city following the army’s operation there would create a security crisis in the form of terrorists arriving under their garb as the government is unprepared to handle the situation properly.

Thousands of people are expected to flee the war-ravaged parts of North Waziristan and take shelter in the settled areas of the country. Security officials believe that a major chunk of the IDPs would travel to Karachi to take shelter in its slums and undeveloped areas on its outskirts.

“We saw after the South Waziristan and Swat operations that IDPs fled their areas and many of them travelled to Karachi to live with their relatives. In this process, scores of militants also entered the city and have now become a serious challenge for security agencies,” a senior security official told.

He said although Rangers and police were in a state of high alert to deal with any terrorist threat in the city, the civil administration and political leadership appeared ill-prepared to deal with the challenge of the arrival of IDPs in Karachi and other parts of the province - a development that could not only create a security threat, but also pose social and health challenges, particularly becoming a setback to the anti-polio efforts.

“No camps for IDPs have been set up or places have been identified to confine them to an area so that they can be prevented from blending in with the locals. There is a serious need to register every person arriving in Karachi from North Waziristan after the operation” the official said.

He said biometric verification and registration should be a prerequisite for entering the province, especially Karachi and Nadra officials should be deployed to register and verify the IDPs including women and children arriving in the city from North Waziristan.

“Polio virus had remained a major challenge for the residents of Karachi for the last decade. As no polio vaccination campaign was carried out in North Waziristan, there could be potentially many polio carriers in that population. If they mix with the population in Karachi, the polio crisis can worsen to an unimaginable degree,” he said.

‘No instructions yet’

Karachi Commissioner Shoaib Ahmed Siddiqui said preventing terrorists from entering the city was the responsibility of the law enforcement agencies.

“Setting up IDP camps is no issue as they can be done so within a short notice. But so far, we haven’t received any instructions,” he said.

He said the civil administration and law enforcement agencies were working together to ensure peace and security in Karachi and coordinating on the issue of the possible arrival of IDPs in the city.

Blog: Imran Khan fooled again?

Wednesday, 2 April 2014

By Mohsin Naqvi | Published in the XReports.net, on April 2nd, 2014

You fool me once shame on you, you fool me twice, shame on me but here a great leader like Imran Khan has been fooled again and again by the corrupt political elite of Pakistan with a weapon of choice “a corrupt political system”.

Once a main leader for restoration of “Pakistan Judiciary Movement”, he became fool when the movement was hijacked by Mian Nawaz Sharif at Shahdara Chowk, Lahore. Nawaz Sharif was later hailed as the hero by the nation when near Jhelum PPP government agreed to reinstate former CJP and his judicial gang.

He was fooled again, trusting Pakistani judiciary would provide “free and fair election” in 2013 to the people of Pakistan. He later called election 2013 as most rigged election in the history of Pakistan. He was so furious that he called the election “a shameless act of Pakistani judiciary”. His dream to be a prime minister of Pakistan was snatched away from him when he was fooled to accept so called independent election commission of Pakistan. Feeling ashamed for his party’s failure to win majority against PML-N, he announced to bring people on the street and demanded recount. Later he backed off and now he is mute.

On the issue of Pakistani Taliban, Imran Khan got himself labeled as Taliban Khan, Zaliman Khan but he didn’t change his stance on Taliban. Right or wrong stance is a separate discussion but he presented himself as the true voice of Taliban not only to the Pakistani nation but the West and especially the United States. He wanted PTI to be Sinn Fein of Taliban to negotiate a peace deal with government but Taliban always denied him. He offered Taliban office in KPK and for years remained TTP’s unofficial spokesmen but Taliban always considered him part of the same “infidel democratic system”, though thanked for the offer.

After posting a Taliban label on himself and accepting political liability for having softer corner for terrorists, now once again, he is fooled. Closest to Imran Khan heart, Taliban peace talks are once again hijacked by Nawaz Sharif as the prime minister of the country. What Imran wanted from years, “negotiations with Taliban”, is happening in front of his eyes which he or PTI can’t claim any credit. Smartly, PM Nawaz Sharif has formed a government committee to directly negotiate so called “peace deal” with Taliban. One more time, Nawaz made Imran a “Mamoo” by having a breakfast at his residence and taking him in confidence that PLM-N government will achieve peace. Once again, Nawaz is a hero and Imran stands again at Zero.

These days when you see Imran Khan on the TV, he has a looser look evident on his face. As his mind is not accepting defeat, he keeps making meritless statements such as negotiations have proven a split between Taliban groups. Untrue, Taliban have no split and are more organized under their Ameer unlike Pakistani political parties. If he is referring to Ahrar-ul-Hind, a Taliban splinter group, he is wrong again because it’s been reported that F8 hit was authorized by four Taliban groups. Taliban are united and there are ‘no groups’ who have claimed disassociation with Taliban since the start of the government dialogue.

Imran Khan looks clueless about the negotiations, when he states that Taliban just have one demand, Pakistan should disassociate itself from American War. Untrue, all the demands that are put forth by Taliban have no mention of any such demand. Even Taliban know that Afghan war is over and American are leaving so disassociation is automatic and a matter of few months. Unknown to Imran Khan, TTP has only demanded 300 noncombatants, 700 combatants, free area or green-zone to move, prisoner exchange and enforcement of Sharia in their areas.

Imran Khan, as a elected member of Parliament forgets to acknowledge that few thousand terrorists can’t dictate the foreign policy of a nuclear nation of 180 million. It’s the job of the legislatures like himself and the government of Pakistan to come out with a foreign policy, truly reflecting the will of the people and represent national interests.

Adding to Imran Khan’s confusion and frustration are the internal affairs of PTI which are running out of control. Top PTI leadership fights over party controls and can’t handle their respective party roles let alone if given a national role. Alarming also is a drop in overseas support and with next elections 4 plus years away. Future premiership of Pakistan is looking murky to him.

It will be sad to see such a legend, a hero, pride of the nation, a great leader and a social worker standing on the wrong side of the history in politics. Where he should have been a vocalist for 70,000 victims of terror, he voiced the concerns of the terrorists and where he should have taken a lead to get 2013 election void, he stood muted to support shame democracy.

In my view, his close political pundits have misguided him in believing that if street power is used, military will take over derailing the political system. The false doctrine to save democracy, PTI should except the election results itself, undermining Imran Khan’s own demonstrated leadership abilities to unite people. He should not forget that PTI holds most popular vote in Pakistan and if any, PTI will be the beneficiary of any such adventurism by military so as Imran Khan he should stand for what is right. That what makes Imran Khan, “Great Khan”.

My advice, take a vacation to London, reassess and revisit policies based on demographics and then reform the party once you come back. If PM Nawaz Sharif-backed-by Saudi regime succeeds to bring 20 percent improvement in current Pakistan, I see a great grandson Sharif running Pakistan with no PTI in the picture.

PTI’s deputy information secretary quits party, lambastes Imran Khan

Saturday, 15 March 2014

Randhawa along with Imran Khan after he was discharged of contempt proceedings from SC

Islamabad: Deputy Information Secretary of the Pakistan Tehreek-i-Insaf (PTI), Adnan Randhawa has resigned as his portfolio and membership against the party’s policies, particularly its stance on terrorism and allegedly condoning glaring irregularities in intra-party polls.

According to Randhawa, PTI has distanced itself from its agenda of ‘change’. Imran’s self-assumed revolutionary party, PTI has become a traditional political party like other status-quo parties, he said.

Talking to private TV news channel, Randhawa said; after Imran—Nawaz meeting, all hopes have gone down the drain.

PTI stalwart, Randhawa questioned Imran Khan that why doesn’t Imran Khan talk about accountability of plunders and looters of the state.

PTI cyber wing’s group hack anti-negotiation pages

Friday, 14 March 2014

Another glimpse of Pakistan Tehreek-e-Insaf (PTI) cyber wing’s immaturity was witnessed when it hacked a number of anti-negotiation pages on Facebook.

PTI-Haxor, the hacker group, hacked the Facebook page of ‘What the Sach’ on March 14th, 2014. 34,000 members had subscribed to WTS page. After hijacking the page, hackers posted pro-PTI stuff on the page. They also started posting repugnant pictures on the page.

According to page the administrators, they are trying hard to get the page back. On the other side, hackers are disclosing the identities of the page manager, and content creators. This has created a grave danger to the lives of page administrators as they were very much active against the terrorists of Tehrik-i-Taliban Pakistan (TTP).

Pro-Taliban mindset hackers have also warned scores of anti-negotiation Facebook pages including Laal, Roshni and Taliban are Zaliman.

Blog: The developing new world order and Pakistan

Friday, 7 March 2014

By Danish Kazi | Published in the XReports.net, on March 7th, 2014

Its probably my first piece on international political influence on Pakistan. I strongly feel that with the developing situation. We soon might need to choose sides again and I hope that we choose the right ones this time. We don’t want to side with a situation that it would take a generation to correct our mistakes as currently we face in Pakistan for our past mistakes.

At the center we have a government whose forte might not be the global policy but it is clearly a regional political player for obvious reasons. It may be a blessing and at the same time might back fire as well depending on how our regional allies are aligned to which global partner emerges or re-emerge.

As I write this piece . Russians have started to sound the horn that they want to regain the lost position they had till the 90’s . After many years its current President Vladamir Putin who was a darling for the West until a few years ago is trying to stretch his muscles. Now it could be that he intend to create a distraction for keeping power for a few more years or it could be well possible that he has achieved monetarily and technologically for his armed forces where he feels that he can now confront the world powers left ruling the world after the fall of USSR; after decades of equal supremacy. Either ways his actions could have an out reaching effect.

Now I have been hearing that he might be not very certain about the military threat to the Ukraine but lets not forget that the regimes that Russia has backed i.e. in Libya and Syria have been either wiped out as in the case of the former and is struggling as in the case of the former. Now seeing the change of anti Russian government right at its border and that too backed by the United States might be too much for him to handle. I am sure they would not let this one slide in their back yard without a fight physical or diplomatic.

Now how does it impact Pakistan in my view. Finally, some force equal in size and capability is again getting up to confront the United States view of the world. So US knowing that no other nation holds the capability to hit its shores but Russia would now look towards the North to confront or contain the rising Russian threat. Means simply that they would need another war machine in the region of Middle East and South Asia to out source its battles. I am sure that whilst the US looks north. They would not want a situation that a gap is created for China to form a stronghold to access the warm waters of Arabian Sea and might add to their troubles.

At the same time whilst they would confront Iran on the diplomatic front. With Russia coming out open against United States . It could mean a bigger group of Nations who have been anti US lately or in-fact its (US’s) victims might look to Russia for the new big brother. I feel Hamid Karzai who has recently been snubbed by Barack Obama might think as well. I am not sure how the Taliban would react to this news but I am sure they would like to sit on a couch and watch this out.

Pakistan’s role becomes more strategic in my point of view as I feel that with the developing situation United States which was planning to pull out forces from Afghanistan would now like to continue holding its forces there to create a flanking strategy in case Russia becomes too over ambitious to challenge its writ. As I am sure the closest port giving them with land access is through Pakistan. Though Iran provides the same but I feel how much the US might want; Israel would never let that proximity happen. So the dependency on Pakistan is significant.

We heard the recent news that Saudi Arabia is in talks with the Pakistan government to send a few army divisions or a division to the Kingdom to safeguard their interest as they see the unrest simmering in the Eastern Province having proximity to Iran. With Bahrain still restless but under control. At the same time Syria and even Egypt in turmoil closer to their borders means a menacing situation for the rulers . Suddenly Saudi Arabia is feeling that they are in need to have more soldiers on the ground. With distrust on the United States on the ground there as some feel that the unrest in the East is because of the US itself. Fearing that it might create another wave of Al Qaeda type fighters if they look to the US again this time and with wars so close to their border. They know for sure that they would have to look to ancillary options like Pakistan; a brotherly state for the same purpose. I am sure this could be an amicable solution for all as US would now like to focus on Russia and as well at the same time with Iraqi oil under their control would not like to be embroiled in the Saudi issue as it might impact their relationship with the government in Iraq as they (Iraqi government) are now closer to Iran. US would like to out source this to the next best war machine with able bodied men in the region. Pakistan is that ideal fit.

So at the same time whilst I feel that the US is going no where from Afghanistan any time soon to not only keep a check on Russia but also fearing that if Karzai goes the Russian way . The block of Russian-Iran-Afghanistan could mean disaster for their interests in the region. So I feel dependency on Pakistan would increase and at the same time I am sure they would like to focus on one enemy at the time. Means either they would like to clean up the Taliban issue before Russian juggernaut wakes up completely or would like to have peace with Taliban. Now I am sure whilst US may for a moment gulp down their ego and drink to that with a big grin on the face. I doubt the radicals within Taliban would be forgiving and some might continue to fight . Again which means US needs to be closer to Pakistan as an ally to make sure that whilst they focus on Russia they are not attacked from the rear in form of Taliban.

It could be a possibility that Russian might enter an alliance with Taliban to avenge the US for their defeat in the late 80’s . I am sure that Taliban would have less trouble engaging with the Russians now as they are a religious state unlike the communists mindset they earlier had in the past as they were USSR.

So its time that Pakistan plays its cards well. I strongly feel that they should not be an easy ally for United States but should take severe advantage from the arising situation if it reaches that level and bargain properly. If I would be in the government . My first list of demand would be 5000 MW worth of Nuclear Power Facilities across the country. Second on the list would be Desalination Plants at the coast to ensure adequate water supplies for the future and Third to write off its loans by at least 50% . Last but not the least give us the F-16’s which never came as promised . Well I am sure there are more like health care etc but I am sure that our rulers are smart enough to ask otherwise.

I am sure they would all find an opportunity to become richer by selling themselves off. Maybe setting a steel mill in the US or may be in Russia if I am a Sharif. And if I am a Zardari . I would go for a dinner with Cate Blanchett followed by a castle in California. But I wish had it been Gen Pervez Musharraf. He could have negotiated it better. Now don’t tell me that he gave in 2001. He ensured that he get Pakistan bank rolled and at the same time contained the war and also remained with the wealth which he accumulated by serving the Pakistan Army as seen recently that not a single case of corruption has been discovered against him though the hounds chase him.

But lets see how it goes. The situation in Ukraine and its end would determine the future or else I would seem over optimistic after a few months if some one reads this piece. I feel that Ukraine issue can bring the balance to the force. At the same time I wish it reduces pressure on our mother land and serves better for us. Pakistan Zindabad!

Blog: Brace yourself Karachi, Taliban are coming: Flanking maneuver of Karachi underway

Wednesday, 19 February 2014

By Sajjad Hashmi | Published in The XReports.net, on February 19th, 2014

Taliban have surrounded the outer ring of Karachi, through a skilled warfare technique called the Flanking maneuver. Now, they can control the pressure points of the whole city waiting for the right time to fully grip the giant at its throat.

Recently on the 14th of February 2014, The Wall Street Journal; a highly reputed American English international daily newspaper, published an article with the title "Taliban Take Toll on Pakistan's Biggest City".

In this shocking article it was evidently reported that Karachi, the economic hub of Pakistan, has started to fall in the hands of Tehreek-e-Taliban Pakistan aka. TTP with 33 of Karachi's 178 UCs totally under their control and while the number is growing rapidly; they also presented a geographical map drawn with the help of institutions like CID and CPLC which highlights the areas under TTP control.

Looking closely at the map, with the basic understanding of political dimensions of Karachi, you might not be allowed think contrary to it, whilst finding out that the areas which are said to be now strongholds of TTP are on the outer ring of Karachi, such that they have Karachi surrounded form all sides. These are the ideal locations for TTP to start existing as they are Pushtun dominated areas where they can easily mingle in the local populations and also because that these are less developed country sides of Karachi, the two most important benefits any guerrilla group should have to establish its base as said by the master of Guerilla Warfare Che Guevara in his book Guerilla Warfare as published in 1961.

For those who have studied military science at some level or have remained involved in military strategy making (as I learned this designing AI for war games and having interacted with military men in my early years), will know that this is not just a coincidence but a very sharp and mature military technique known as, the Flanking maneuver.

So, what is flanking maneuver?

A flanking maneuver, aka "pinch" or flank attack, is an attack on the sides (or rear) of an enemy force, with the ultimate goal being to surround the enemy from two or more directions, cutting off their supply lines and their most likely path of retreat.

If a flanking maneuver succeeds, the opposing force would be surrounded from two or more directions, which significantly reduces the maneuverability of the outflanked force and its ability to defend itself. A psychological advantage may also be presented, as the confusion and threat from multiple directions is often problematic for morale. To quote a few examples of this technique being used during warfare are the following:

Israel-Palestine conflict:

A historical and slow pace example of how important and successful this strategy is to capture an existing nation or city can been seen through decades long Israel-Palestine conflict (see the map given below). Over time it can be seen how Israel staged its presence around Palestinian territory and how time by time it kept moving in and today it control almost 85% of the land and 100% total control.

Battle of Ajdabiya

A more recent example is of this is Ajdabiya, a town in northeastern Libya south of Benghazi. During the Libyan civil war, the city changed hands several times between rebels and pro-Gaddafi forces. Libyan rebels appeared to have regained control indefinitely in late March after international airstrikes crippled Muammar Gaddafi's forces. However Gaddafi forces surprised those rebels on April 10 when taking advantage of the storm, which kept their forces position secret from the rebels, they moved themselves to the south and launched an attack on the rebels catching them off guard and driving them out.

TTP having adequate experience, skill and strategy, know the fact that as they are also not just some ordinary guerilla group but a managed and trained force in its ranks, their 10yrs long warfare against the Pakistan army and sharply executed attacks like on Mehran base and GHQ are just few of the many examples.

So what does it all means for Karachi?

If you are thinking that what I have written above is more of a fiction and a total outrage armed attack on Karachi from TTP is not possible, I may agree with you to a certain extent, which they will not launch armed infantry movement inside Karachi (but then again nobody can guarantee). But even without that they can use these positions to launch big impact daily guerrilla attacks anywhere in the city with minimum logistical overhead to cater. By positioning themselves on the whole outer ring anyplace in Karachi is within their 40Kilometers of range.

Moreover, they can cut the supply of the city for anything. They have strong presence in Hub area, which is the reservoir of water to Karachi, they predominantly control the areas of Sohrab Goth and Shah Laitf Town, Gulshan-E-Hadeed the two main entrance points of Karachi through Super and National highways respectively. They maintain a strong presence directly and indirectly through their proxy gangs in Saeedabad and Maripur areas the access point to the port of Karachi. So what's left? Coming to the Airport, which in our case hasn't been used much except for the commercial purposes for e.g. getting logistical supply for a city of millions?

Another article published in a international daily is by the title of Karachi residents live in fear as Pakistan Taliban gains strength, published in Washington Post on February 4 2014.

If it's so obvious why nobody else can foresee this?

Actually it's pretty clear, what I have written above are just pure facts, no theories. However everyone can see this but they don't want to believe it because of a psychological phenomenon called Cognitive Bias in which the subject intentionally tends to ignore something that though is clear in front of them but contrary to their earlier beliefs, we as human don't like to leave or change our beliefs as we have own them for years. And if while reading all above you felt a discomfort inside you and words like "this is funny", "ah! This is just a conspiracy", "fiction" than don't worry it's pretty normal things and it is called Cognitive Dissonance.

But not everyone functions in this manner, all thanks to God there are visionary leaders with guts enough to foresee and tell their followers about the upcoming havocs. Gladly Karachi happened to have one leader like this who warned Karachiites about the "Talibanization of Karachi" six 6 years ago, yes, 6 years. But nobody was ready to digest the idea and laughed at it and ridiculed the statements.

See what Mr. Altaf Hussain had to say 6 years back in October 2008 while addressing a gathering in Clifton Gardens Karachi, this is a historical speech as this was the first time ever Taliban presence in Karachi were even mentioned.

October 31, 2008: Talibanization of Karachi has been started - Altaf Hussain

"You will not believe me but what I am about to tell you now is complete truth. Karachi has been surrounded by militants or I must say military trained Talibans who are against the educated and peaceful people of Pakistan and especially they are against the Karachiites." - [Mr. Altaf Hussian while speaking to a gathering in Clifton Karachi on 31st of October 2008]

Not only this, he even mentioned and warned about the Talibanization and growing influence of Alqaeda in Karachi University, Dow University and other institutions and this is shockingly also proved to be true now: Presence of Al-Qaeda's organized network in Karachi University has been revealed.

But at that time the Sindh government and other political parties, journalists laughed at this statement and ignore and rejected his concerns which now can be a termed as a blunder, intentional or unintentional:

November 19, 2008: No evidence of Talibanization in Karachi: Dr Zulfikar Ali Mirza
November 19, 2008: No Talibanisation in Karachi: Bilour
December 12, 2008: No evidence of Talibanization found in Karachi: President Zardari

But slowly and lately everybody started to realize that Altaf Hussain's concerns were true:

November 2012: All signs indicate that the coastal city has been invaded by the Taliban
April 4, 2013: Occupation 101: Manghopir - how it became a no-go area
April 4, 2013: Karachi talibanisation: Four dead in blast outside Rangers complex
April 7, 2013: Talibanisation of Karachi
May 4, 2013: MQM warned against the Talibanisation of Karachi - Awaam ke Saamney
January 23, 2014: Molana Tanvir-Ul-Haq Thanvi Calls On MQM Leader Altaf Hussain and hailed Altaf Hussain for being the first one to inform about the Talibanisation of Karachi
February 04, 2014: Karachi residents live in fear as Pakistan Taliban gains strength
February 16, 2014: final war with terrorists would be fought here - And latest is that the Chair Person of PPP the party which totally rejected these conerns before.

So what's coming next?

Currently government of Pakistan is currently holding negotiation with TTP, however, it seems on our television screens that talks are moving ahead in a right direction, but in real these talks are destined to fail, because no matter what and how much you put on table, ideological differences cannot be removed and TTP is ideologically an enemy to the state of Pakistan.

When the talks will fail and an army operation will be launched in Waziristan against TTP and co. factions, TTP will use Karachi as a scape goat to put the knife on Pakistan's jugular vein and black mail the government with its demand; TTP would not need to control Karachi completely for these. The difference can be made even with frequent attacks, which can paralyze the financial hub and with this strategy they can seriously cripple the financial power of the city which, in days will be reflected in Islamabad.

Operation against TTP in Karachi

Yes, that will be the only option left than but the question is who will do that? The Police is not the capable, logistically or morally and TTP has made this sure by taking out the bravest cop of Karachi who gave TTP a hard time, the Late Chaudry Aslam, in a suicide attack a month ago and then also launching attacks like Razzakabad police station.

Rangers have shown some results with few targeted activities, but this is when TTP is silent and defensive and things will be different when TTP will be the one launching offensives. What remains is the Army; an Army that will already be busy on always-open eastern front, the critical operation in Wazististan and the ongoing operation and Baluchistan. Calling it to handle the urban war terrain of Karachi would be a very tough call.

Civilian Rebellion against TTP - the Armageddon to be fought in Karachi.

Muttahida Quami Movement (MQM), the most open and thriving opponent of TTP and extremism, while also being the biggest stake holder in Karachi, would not sit at rest with all this, just praying for their city to fall into their hands. As Sheikh Rasheed put this into words, at the end it will be MQM that will standup and fight for this city and the country.

They will surely retaliate; the inevitable question is how far they can succeed? They are currently facing damage as they claim a state supported biased operation against them which is getting their workers extra judicially killed, and will they be able to raise enough power and logistics to fight against a managed armed rebellion.

There is no doubt that the final war, the Armageddon of this 10 yearlong conflict of Pakistan against TPP will be fought in this city, there will be blood, there will pain and at the end their will be a bright morning or a dark night. Let's keep praying for the earlier.

Rise of Taliban — MQM sets up committees to guard its areas

Tuesday, 18 February 2014

Strength in numbers: 20 residents are part of the watch committee formed in Mehmoodabad No. 5

Karachi: The Muttahida Qaumi Movement has decided to set up its own neighbourhood watch committees as it fears a backlash from the militants.

As talks between the government and the Taliban negotiators dwindle, the party has ordered its leaders, parliamentarians, units and sectors representatives to help form neighbourhood committees in the city and to report any suspicious activity or person.

While ‘appeals’ to residents had been made earlier to form vigilant teams, MQM leaders said that the current situation made them take up this call once again. The party believes that their strongholds are vulnerable targets as they are on the hit list for being secular and vocal against militants. “Around one-third of the city is under the presence of militants,” said one MQM leader. “But we will defend and save Karachi in case they do any damage.”

Meanwhile, the party’s deputy convener, Nasir Jamal said that an awareness campaign has been started where residents have been asked to form committees and take up the responsibility of their own protection. They will keep an eye on who is living in their areas and what activities they are involved in.
The party’s parliamentarians are also pushing people in their constituencies to do the same. In MNA Ali Raza Abidi’s constituency of NA- 251, a 20-person committee has been formed to oversee 600 houses in Mehmoodabad No. 5. The area’s unit office is helping out as well.

Resident committees, which might not necessarily comprise MQM supporters or workers, are hiring unemployed youngsters of the area as watch guards. Residents are pooling in money to give financial support as well. “They have been told strictly to keep records of house owners in the locality, the houses being rented out and information on tenants,” explained Abidi. “This is a self-initiative and those people in the committee will not be armed.”

Abidi added that the committee will not bother the law enforcement agencies but will keep them in the loop if they come across any suspicious activity. Smaller committees are also being formed on street level. “We are preparing people to be mentally ready, so that they have immediate numbers and information of who to get in touch when the need arises.”

Korangi’s parliamentarian Ali Rashid told The Express Tribune that a door-to-door awareness campaign is also taking place in his locality to mobilise people in case of a backlash. “These committees will facilitate the law enforcement agencies in providing information and intelligence,” he said. “This does not mean that we will take the law in our own hands,” he clarified. Rashid said that the committee set-up will be difference in every locality since every place has its own dynamics.

On the other hand, police officers have called for inclusion in the committee. A police officer, who is part of a police station where a committee has been formed, said that the police should be made a member of the committee so that they can immediately tackle terrorists. There should be strong coordination between the two, he urged.

PESHAWAR: The Khyber Pakhtunkhwa government has renewed its offer to facilitate outlawed Tehreek-i-Taliban Pakistan (TTP) to open its office in the province for holding peace talks.

Provincial Information Minister Shah Farman reiterated that the Khyber Pakhtunkhwa government was ready to provide full security to TTP’s negotiating team during the talks process, according to a handout issued here on Tuesday. The government spokesman said that the KP government would not only ensure protection to them, but also cooperate and provide all facilities to establish its office if it wanted to start talks in Khyber Pakhtunkhwa.

He said that the government wanted result-oriented talks and was ready for all possible cooperation. — Bureau Report

Blog: Why action against Taliban is PTI’s dilemma?

Saturday, 25 January 2014

By Danish Kazi | 25-01-2014
Sitting at a social gathering. One prominent PTI supporter here in Dubai was overheard saying that why the Federal government is wholly responsible for the anarchy in KPK and how being a federal subject they (PTI) do not have much control? When some one asked that in case the government is inept on the negotiation front. Than why not PTI and Imran Khan take the lead and bring this to the point where no side can turn back and show leadership by action for a change instead of word mongering. There was silence on the other side. But then again isn’t that the case every time with a PTI supporter when confronted by logic . Only difference is that this time I feel genuinely PTI , its leadership and its supporters are in a dilemma as they are soon realising that they cannot have their feet in both boats at the same time.

From “Its not our war” to “Its America’s war”. From “Taliban are friends” to “Some Taliban are enemies” PTI and especially its leader has been seen changing party lines over the course of the issue. Asad Umer was heard saying in one program on TV that Imran Khan has become more categorical in denouncing Taliban. I may agree with him as interestingly Imran has denounced Taliban by 0.00001% more than before the elections which is again a big achievement for him.

PTI in my opinion is in a split right now. I am sure out of the 7.6 Million votes they got in the National Assembly Elections and with approx 4.0 Million of which coming from KPK. People who wanted to vote against the last corrupt government voted mainly for Imran, also I feel that since APML could not get properly launched some vote went from there as well. At the same time lets not forget KPK where Imran and PTI made major gains which saw MMA winning in the 2002 elections. Meaning simply that there is radical vote existing in the country approximately in tune of 3-4 Million which instead went to PTI across the country inclusive of Karachi this time round mainly. Now the non radical PTI voters who chose to vote for PTI in the name of change are finding themselves in a difficult situation because where; as there party is seen pro TTP and extremist parties . The confusion runs amok as I am sure that soon they would find it difficult to associate themselves with the party they voted after much fanfare.

Confusion is that when Imran Khan denounces Lashkar e Jhangvi in Baluchistan for attacking Hazara Shia Community but choose to ignore the Taliban who have attacked schools, hospitals, bazaars, police and army in his own province dozens of time. Confusion I am sure for the party supporters is that Arif Alvi join rallies with LeJ and JI in Karachi responsible for attacking Shia community and at the same time try to join Majlis e Wahdat e Muslimeen rallies in Karachi . Confusion is that when Jamaat e Islami’s Amir call our soldiers non martyrs and Taliban as martyr their leader (Imran Khan) take a quiet line on the same and yet choose to continue in alliance with the same party which has impacted the morale of our jawans.

More confusion prevails for the same PTI when Imran Khan who gave us headaches during elections about claiming to bring back the looted US$ 60.0 Mn by Asif Zardari to poor people of Pakistan and is fine to go in an alliance with PPP for the Local Bodies Elections as per sources in Karachi . The Dharna against the Bilawal House wall was just a drama as Arif Alvi was being pressurised to let some UC/Councilor seats go to PPP as seat adjustment in Clifton-Defence and was left on his own by the party as per sources of their own party. Seeing his imaginary vote bank dilute and knowing that PPP also voted for him in the NA elections; created all the rumpus to create leverage and once again make a fool out of the people. The wall stays and you would see the alliance would come out soon.

Now PTI who was in an understanding with Taliban or TTP before elections . Reason for which their campaigns did not get effected by any suicide bombers across Pakistan where as their opponents in KPK ; ANP was cut to pieces and in Karachi MQM is being targeted by the PTI’s B team. Now I wonder how come they would be able to back out on the promises made to them that 1) under their government the Nato supplies would be stopped, 2) there would be no Drones, no Military Action and 3) they would be brought in the main politics.

The above paragraph would bring definitely a lot of ire on me . But it was Imran Khan who suggested opening Taliban offices all over Pakistan . It was him and his party who frowned and protested over drone strikes but never for the victims of the Taliban and their hell forsaken Suicide Bombers. It was him who denounced attack on Hakeemullah Mehsud but only said was sorry to know and that too after a few days for the Shaheed General Niazi. It was PTI who chose not to visit Aitezaz Hussain’s home and it was PTI and Imran Khan who is standing between the Taliban and the operation.

Now PMLN also do not want to go into operation unless all parties agrees. Fearing repercussions in case the operation take a twist and knowing that they cannot control the Army machine in Pakistan . But at the same time I wonder why would PTI want peace in KPK and the rest of the Pakistan as this is the main leverage PTI and especially Imran Khan holds this key trump card in his hands to keep his political gimmickry going. Secondly, why would people vote for him if Taliban come in the main stream politics. And lastly I am sure if he knows that if he now denounce them . He would invite double wrath of Taliban upon him for breaking commitment as well as using them as a chip to come into power. He knows for sure if he loose this leverage . He loose all and even why in the world would United States route any much needed aid through him in KPK.

I am sure the only reason why Imran Khan is so confused is knowing that his position for Taliban is pushing Pakistan only towards more turmoil as negotiation is a farce as even his allies like Maulana Tahir ul Qadri and Sheikh Rasheed Ahmed seem to have ditched him on this issue. But at the same time. You do not see much support or concurrence coming from senior party leaders like Jehangir Tareen, Shah Mehmood or Makhdoom Javed Hashmi . All of whom know very well that not only by taking Imran’s position they just invite more attacks, give more time to TTP for preparing before the Spring Offensive but also making casualty count just grow higher and higher. I am sure they all know that this position is nothing short of being a traitor to the country and its people. Its already in contravention to the constitution of Pakistan which do not allow private armies in the country and that too waging war against the state. I wonder how come this disregard for the constitution is fair and does not come under Article 6.

With some of the God Fathers of Imran Khan in the establishment gone or chosen to side with PM Nawaz Sharif ; the former also having the same roots as Imran and coming from Lahore . Imran and PTI are in a quandary in what to do as they say it’s a difficult position between a rock and a hard place. If they side with Taliban due to their arrangements. They would be traitors to the nation. If they side against them. They would be taken to task in KPK and would end up loosing their vote bank and maybe their lives.

It looks like the segment which PTI wanted to control to keep in power is the same segment which might bring it down. Whereas the moderate and more literate supporters are realising what their vote has done is that it has just created representation for Taliban in the National Assembly. The moderate NA 250; the most modern district or constituency of Pakistan must be grinding their teeth seeing their elected MNA standing hand and glove in the rallies with religious extremist parties and not doing much in solving their genuine issues in their areas.

Like they say all good things don’t last for ever . Similarly all such positions taken on the basis of wrong commitments are going to end soon as well. Imran Khan and PTI should move away from the middle and level ground for PMLN government to authorise full fledged operation against Taliban across the country as other main parties like PPP, MQM and ANP are game for it. Our army which is one of the best in the world if given mandate and confidence has the goods to deliver the job. After all they did it in Swat. Imran Khan would have to rise from his illusions as both the religion and the politics demand that strong retribution is delivered on Taliban and after that only if they realize their mistakes and agree on rehabilitation then only talks should ensue without stoppage of any fight against them. I would hope that similar position is taken in Karachi against Taliban as well. So that the same situation do not arise where Army builds pressure in one are only to see Taliban dispersing into Karachi or other parts of Pakistan for R&R. We saw that this was the main reason why the operation did not delivered till the end.

As the time run out. Imran Khan’s dilemma would keep on increasing and his options would run out and if by any chance his supporters or his imported party leaders start ditching him. Than it would be Game Over for the Khan . I feel he has unnecessarily embroiled himself in this situation as he loose credibility by the minute. He could have used his energy and talent for defending the victims and poor Pakistanis instead. Anyways lets hope sense prevails and he choose wisely. Pakistan Zindabad!
